The Scottish Government’s Chief Planner has written a letter, addressed to the local authority heads of planning in Scotland, but no doubt intended for a much wider audience.

His main points are:

the Scottish Government has not changed its planning policy on renewable energy developments;
there is not a cap on the support once the Scottish Government’s target has been reached;
whilst the ownership of any development is not a material consideration, including community/ local ownership, net economic impact including the community socio-economic benefits such as employment, associated business and supply chain opportunities are relevant material considerations
While the Scottish Government’s 500 MW target for community and locally owned renewables has recently been met, they will be reviewing it to maintain momentum, and their support for community and local ownership remains undiminished.

That’s a clear message to local authorities and appeal reporters: don’t stop granting consents, and pay attention to the community socio-economic benefits.

So the Scottish Ministers are still planning for renewables.
