In answer to a question about Community Benefits from our friends in the Borders who are currently preparing for a PLI, please see information below.  It will be news to many and the Guidance may seem rather confusing and contradictory.  It seems to be that “viability” and “economic input” are relevant.

National and local planning policies now include community benefits as a material consideration in the determination of planning applications for renewable energy development.
