Overall Conclusion
73. I have considered all other matters raised, including the Scottish Government’s continued support for the further development of onshore wind energy proposals in order to achieve its climate change goals. The Scottish Government’s support, however, is dependent upon the protection of the environment (landscape, visual and other environmental impacts) and the protection of residential amenity. I have considered the potential to impose a planning condition requiring the removal of two turbines to address the landscape and visual effects of the proposed development, but have found that its effects would remain unacceptable. For the reasons set out above, I conclude that the proposed development does not accord overall with the relevant provisions of the development plan and that there are no material considerations that would still justify granting planning permission.
