Conclusion
37. Taking all of the above together, I conclude that the February Report submitted to discharge the requirements of condition 29 (vii) is sufficient in the context of condition 29 taken as a whole. I have considered all of the matters raised by the parties at the hearing sessions and in the written submissions but there are none that would lead me to alter my conclusions. Accordingly, I discharge condition 29 (vii).
