The Supreme Court’s ruling that the Scottish Parliament has no authority to hold a second independence referendum was not the only blow to nationalist dreams in recent years. More than 30 years after it was founded, the SNP gained political momentum in the late 1960s with the slogan “it’s Scotland’s oil”.
But in the age of climate catastrophe, the black gold of the North Sea lost its allure. The party needed an alternative offer, one that would maintain Scotland’s exceptionalism yet avoid incurring the wrath of environmentally-conscious voters and activists.
And so the 25 per cent myth was born. For more than a decade, SNP leaders and ministers rarely missed an opportunity to repeat – in a standard formula undoubtedly approved by SNP head office – that Scotland has “25 per cent of Europe’s offshore wind potential”.
