Not so long ago, energy policy was a quiet, frankly boring, backwater in the Whitehall jungle, neglected despite its importance. Now, perhaps appropriately, it generates some of the most heated exchanges of all. And so it was again this week when a row over wind power blew apart the Coalition partners for the umpteenth time.
