Glenouther REP (a redesign of Harelaw REP which was Refused by Scottish Ministers in September 2013) was again refused by East Ayrshire Council in May 2016.  The decision was appealed to the DPEA in August 2016 and was dismissed by the Reporter, Andrew Sikes in May 2017.  It then became the subject of a Judicial Review which was quashed in August 2017.  http://www.dpea.scotland.gov.uk/CaseDetails.aspx?id=117593
