In a damning decision notice from the Reporter appointed by Scottish
Ministers  David A. Russell Principal Inquiry Reporter, by declining to
determine the appeal, has dismissed it on the grounds that despite having
access to all the necessary information the application was invalid.  The
University’s Agent Jones Lang and Lascelles  did not submit an accurate
landowner certificate as part of the original application documentation.
Despite being given the opportunity  to rectify that they submitted a second
incorrect Landowner Certificate. The reporter said that  this was a result
of apparently avoidable and unexplained negligence.  This means  the
University of St Andrews will have to start again with a new application for
the cable route.  Objectors to the Kenly wind are delighted
