This wind farm development is too close to the townships of Armadale and Lednaguillin, why is it not located further South?

Developers submit pre applications for s36 windfarms to find out if it is possible in theory to site a wind farm in a specific location. Noise, visual and landscape impact etc are all considered. If there are no major objections from statutory consultees or concerns that are not easy to mitigate, then an application may be submitted. If there are too many obstacles in the way (to put it simply) then they won’t submit an application.
