Extract from Reporter’s decision – I find that when assessed in the round and weighed in the
overall planning balance, the benefits of the proposal outweigh the identified significant
landscape effects. This leads me to the conclusion that the proposal would be acceptable
and accordingly achieve consistency with the policy framework outlined above including
Scottish Planning Policy and the relevant terms of the council’s local development plan
specifically Policy LDP6. In carrying out my assessment I have also had regard to
Schedule 9 of the Electricity Act 1989 bearing in mind it does not apply specific policy tests.
