The proposed Scoop Hill Community Wind Farm is situated within Dumfries and Galloway, approximately 5 kilometres (km) south east of Moffat. The development will comprise 75 wind turbines and associated infrastructure including turbine foundations, crane hardstands, access tracks (new and existing), energy storage facilities, substation compounds, underground cabling, temporary construction compounds, and temporary borrow pits. Scoop Hill Community Wind farm will have an installed capacity of 525 Megawatts (MW) and will have an operational life of up to 40 years. Following Additional Information, this was updated to 60 wind turbines consisting of 6 turbines with a maximum tip height of 180 metres, 29 turbines with a maximum tip height of 200 metres, 2 turbines with a maximum tip height of 225 metres and 23 turbines with a maximum blade tip height of 250 metres, a battery energy storage system and associated infrastructure. The anticipated total generating capacity is approximately 632 MW.
Ministers Decision
Taking into account the above assessment, the Scottish Ministers consider that the
proposed Development would have widespread significant adverse landscape and visual
impacts, which go beyond what could be considered as localised and these impacts have
not been adequately mitigated.
146. In addition, the proposed Development has the potential to significantly impact on a
globally significant national defence asset at Eskdalemuir and no suitable mitigation
solution exists to the satisfaction of the MOD. The Scottish Ministers conclude that these
