A high performing planning and consenting system that enables the sustainable use of land, attracts investment and drives economic growth is central to the aspirations of the Scottish Government. To deliver those aspirations we want to tell you about some changes we are making to the structure of the Energy Consents Unit and the Planning, Architecture and Regeneration Directorate.
First of all, we are delighted to announce that the Scottish Government’s Energy Consent Unit will join up with Planning, Architecture and Regeneration to form a new and expanded Planning Directorate. The Energy Consents Unit will form a new division within the Directorate from 13 July 2026 so creating a single, stronger centre of expertise in planning and consenting within the Scottish Government. We expect this will lead to a more consistent user experience and interaction with our teams.
As part of a wider organisational design, we have also recently restructured our Planning and Development Delivery Division into two separate divisions; Planning Policy & Practice and Planning Systems divisions. This is also intended to help strengthen support and create more resilience, across teams.
This structure, with one division leading on planning ‘system’ and another on planning ‘policy’ will make it easier to flex resource more effectively and provide our staff with a broader range of work, supporting career development. A Strategic Delivery Unit will work across the divisions allowing us to be more responsive to challenges and emerging issues.
