Changes to the planning system to be introduced by the SNP-Green administration will relax the rules for new and expanded wind farms, which many campaigners say are already too loose.
The final draft of the Fourth National Planning Framework (NPF4), said to be the “most important” in 75 years, will be debated at Holyrood on Wednesday.
