SAS has received an invitation to a roundtable at Holyrood followed by a parliamentary debate which you can all attend. Our Petition will be discussed and also the concerns which we raised about the Scottish Government advising decision makers to continue using ETSU-R-97 until new Guidance is issued, when they themsleves admit it is not fit for purpose. We suggested there should be a moratorium on development until it is published. The agenda is copied below.
Onshore Windfarm Roundtable – June 20th, 15:00 – 16:00, Q1.04
Draft Agenda
· Welcome
· Introduction from each attendee
· Open discussion about experience in opposing large scale windfarm developments.
· What role should the local community have in the planning process?
o PE1864: Increase the ability of communities to influence planning decisions for onshore windfarms – https://petitions.parliament.scot/petitions/PE1864
· What is a just community benefit rate?
o Should this be legislated and raised in line with inflation?
o Should communities within visual distance of windfarm receive discounts to energy bills?
o Should local communities have a stake in windfarms?
· Changes are required to the planning process, currently proposals only show partial impact of project as developers do not need to show the infrastructure required to connect to the grid.
· Calling for a moratorium until new guidance is produce on noise limits and amplitude modulation, following the WSP review of ETSU-R-97.
